You're looking at the hostel level (if that) for that price. Try AO Hostels and ';Bed %26amp; Brezn'; , both within walking distance of the main train station.
There is also a YMCA nearby you could consider.
The period around the Oktoberfest times are already pretty much booked out for hotels and hostels.
