Any advice on how my family can deal with our animal torturing neighbor? What can we do legally?

Our neighbor is an insane person. He used to come over in the middle of the night and ask us to help him watch his house because he was convinced that there were people running around on his roof. He had a bunch of cameras installed on his house, so he doesn鈥檛 bother us with that anymore.





But he has a couple of dogs. He keeps them both in his back yard. One is chained up 24/7, (which I believe is illegal) and the other is kept out of view behind his garage. What is horrifying about the situation is that the man will go out behind his garage repeatedly during the day, and we then hear his poor dog screaming and crying as though it is being tortured.





My mother has repeatedly called animal control, but they have yet to prove effective. Has anyone else been in this situation? What would you recomend?Any advice on how my family can deal with our animal torturing neighbor? What can we do legally?
Really the only thing that you can do is call the ASPCA over and over again. If they do not see animal cruelty then there is no animal cruelty adn thus no law being broken. If you think he is truly insane you can try calling your local hospital for information regarding local psych wards. But it is not a crime to be crazy so I am not sure if they will help you.Any advice on how my family can deal with our animal torturing neighbor? What can we do legally?
sounds like animal control isnt doing their job. if the dogs look to skinny or have any marks on them, the animal control must remove the dogs. sadly its not illegal to chain your dog up 24/7. although they must have atleast 4 feet between them and whatever their tied to. good luck
get some animal rights folk down,,they would soon sort him right out
Get a video camera and find a way to tape whatever's going on behind the garage. Climb a tree or drill a hole in his fence if you have to. (There are ways of drilling the hole that you can just take a plug out of the fence and replace it. It won't damage his property.) Show animal control the videos of whatever he's doing to that dog and they'll be able to bring charges against them.
If you live in the UK, call the RSPCA and ask them to come and see what is going on. Those dogs are being mistreated. If the man is violent towards any of you then report it to the police, but most important of all get someone in to see to the dog's welfare.
